Abstract
Description
Urban poverty in Malaysia is a complex and multidimensional issue that extends beyond income deprivation to include inadequate housing, limited access to education, poor healthcare, and social exclusion. Traditional income-based poverty measures fail to capture these broader aspects of deprivation, necessitating a more comprehensive approach. This research proposal aims to develop a Multidimensional Urban Poverty Index (MUPI) tailored to Malaysian cities, providing a more accurate representation of urban poverty. The study is grounded in Amartya Sen’s Capability Approach and utilizes the Alkire-Foster Methodology to conceptualize and measure multidimensional poverty. It identifies critical dimensions and indicators relevant to urban poverty, ensuring that the MUPI reflects real-life urban challenges. The research adopts a primary data collection approach through structured surveys targeting urban households, allowing for direct measurement of poverty indicators. Chapter 1 introduces the research background, problem statement, objectives, and significance of the study, emphasizing the need for a multidimensional framework. Chapter 2 reviews relevant literature, exploring theoretical perspectives, empirical studies, and research gaps in urban poverty measurement. Chapter 3 outlines the research methodology, detailing the selection of dimensions, indicator weighting, data collection methods, and ethical considerations. The study aims to contribute to evidence-based policymaking, facilitating more effective poverty alleviation strategies tailored to the realities of urban Malaysia.
