Abstract

Description

The introduction of the Public Service Remuneration System (SSPA) in Malaysia carries various implications that potentially influence public servants’ perceptions, understanding, and acceptance of this new remuneration structure. Although the implementation aims to enhance the efficiency and well-being of civil servants, doubts and uncertainties remain among some staff, particularly in terms of understanding the policy’s content and its overall impact. This study aims to explore the perceptions of library assistants regarding the implementation of the SSPA at a public higher education institution in Sarawak, focusing on contextual data, level of understanding, acceptance, implementation strategies, challenges faced, coping mechanisms, and perceived impacts. A descriptive qualitative research design was employed, and data were collected through semi-structured interviews with nine informants. Thematic analysis was conducted based on the study objectives. The findings revealed varied levels of understanding among library assistants regarding the SSPA, with several informants expressing confusion about changes in circulars and compensation structures. Acceptance of the system was found to be influenced by perceptions of financial benefits and transparency in its implementation. The study also identified challenges related to communication channels and a lack of direct involvement in the transition process. These findings highlight the need for more effective strategic communication and a user-friendly approach in implementing remuneration reforms, especially to improve understanding and acceptance among support-level public servants.
