Abstract
Description
Digital transformation in the public sector continues to face challenges, particularly in ensuring that nonmanagerial employees are fully supported during the adoption of new technologies. Therefore, this study aims to raise awareness among public sector leadership about the realities faced by frontline employees during digital implementation, especially in public sector in Sarawak. This study explores the factors that influence technology acceptance, the challenges faced by employees, and the strategies needed to support them. Using a qualitative research approach and semi-structured interviews with seven nonmanagerial employees, this study provides valuable insights into the emotional, technical, and organizational barriers encountered during digital transformation. Key challenges identified include lack of structured training, limited digital infrastructure, emotional resistance, and the absence of consistent guidance. The study also highlights the employees’ willingness to adapt, supported by self-learning and peer support. Suggested strategies include providing clear training programmes, mentorship systems, and inclusive digital policies that promote psychological safety and engagement. These findings are consistent with existing literature that emphasizes the importance of supportive leadership, emotionally intelligent communication, and employee-centered change management. The study holds significant implications for public sector organizations, policy makers, and future researchers, highlighting the need for inclusive planning, emotional readiness programmes, and long-term strategies that empower employees at all levels. This research contributes to building a more human-centered, sustainable, and inclusive approach to digital transformation in the public sector.
